Our Mission & Mandate
The Directorate of Administration and Finance provides the essential administrative, financial, human resource, and logistical foundation for the National Environment Agency. DAF ensures transparent management of operational budgets in line with regulatory frameworks, administers fleet assets, and supports our regional monitoring offices.
Key Institutional Mandates:
- Manage personnel recruitment, professional staff training, and employee welfare.
- Formulate and execute annual agency budgets and coordinate donor project accounts.
- Execute institutional procurement in strict compliance with GPPA regulations.
- Maintain office infrastructure, physical security, and vehicle logistics across all stations.

Director, Administration & Finance
An accomplished FCCA-qualified Director of Finance and Administration with over 30 years’ international experience leading finance, corporate services and organisational transformation across the public, higher education and healthcare sectors. Proven expertise in strategic financial leadership, governance, budgeting, treasury, risk management, audit, human resources and administrative operations, with a strong track record of strengthening financial controls and driving organisational performance. A trusted executive adviser with exceptional stakeholder management skills, experienced in partnering with Boards, senior leadership teams, government institutions and international development partners to deliver sustainable, value-driven outcomes.
Clear administrative systems and sound fiscal management are crucial to maintaining effective field inspection networks.

Exploring the specific technical departments and coordinating agencies under the DAF network.
Administration & Human Resources Unit
Coordinates recruitment, staff career development, and employee training plans. Oversees regional inspector deployments and enforces national civil service guidelines.
Finance & Accounts Unit
Formulates annual operational budgets, handles agency accounts, and audits public funds in strict compliance with Gambia Public Procurement Authority (GPPA) guidelines.
IT & Digital Systems Unit
Maintains local network servers, digital storage security, and internal communications networks. Supports cybersecurity operations across headquarters and regional field offices.
Records & Archiving Unit
Registers and archives legal environmental permits, clearance files, and correspondence. Ensures systematic indexing of official agency records to enable fast search.
Logistics & Fleet Security Unit
Coordinates the physical vehicle fleet and fuel allocation to support ongoing inspector field operations. Maintains central and regional office buildings.

Office of the Executive Director
The Office of the Executive Director provides the strategic and governance backbone of the National Environment Agency. It ensures alignment between NEA's mandate, national government priorities, and international environmental commitments. The office directly oversees the Technical Advisory Committee, Procurement, and Internal Audit functions to maintain transparency, accountability, and policy coherence across all departments.
Technical Services Network
The Technical Services Network operates as the scientific, analytical, and field enforcement division of the National Environment Agency. TSN regulates corporate environmental discharges, manages chemical imports, conducts baseline soil and water testing at our dedicated laboratory, and runs critical ozone depletion prevention initiatives across all administrative regions of The Gambia.
Intersectoral Services Network
The Intersectoral Services Network coordinates cross-cutting environmental policies across ministries, municipal authorities, and non-governmental institutions. ISN manages Gambia's highly vulnerable Atlantic coastline, guides community mangrove restoration efforts, publishes the statutory state of the environment report, and runs early disaster warning response systems.
