Our Mission & Mandate
The Office of the Executive Director provides the strategic and governance backbone of the National Environment Agency. It ensures alignment between NEA's mandate, national government priorities, and international environmental commitments. The office directly oversees the Technical Advisory Committee, Procurement, and Internal Audit functions to maintain transparency, accountability, and policy coherence across all departments.
Key Institutional Mandates:
- Provide strategic leadership and direction for all NEA departments and programmes.
- Ensure institutional accountability through independent internal audit and oversight.
- Coordinate procurement processes in compliance with GPPA regulations and donor requirements.
- Advise the Environment Management Council and government on environmental policy matters.
Dr. Dawda Badgie
Executive Director
Dr. Dawda Badgie serves as the Executive Director of the National Environment Agency, providing overall leadership and strategic direction. He coordinates all departmental operations, represents NEA at national and international forums, and champions The Gambia's environmental policy agenda.
Sound governance, transparent procurement, and independent audit are the pillars of an effective and credible environmental authority.

Technical Advisory Committee
Provides expert technical guidance to the Executive Director on environmental science, policy development, and international treaty obligations. The committee reviews major decisions, endorses technical standards, and ensures evidence-based governance across the agency.
Procurement Unit
Manages all institutional procurement activities in strict compliance with the Gambia Public Procurement Authority (GPPA) framework. Handles tender processes, supplier evaluations, and contract management for goods, services, and works across NEA headquarters and regional offices.
Internal Audit Unit
Conducts independent internal audits of financial records, operational processes, and compliance with regulatory standards. Provides objective assurance and advisory services to strengthen internal controls, manage institutional risk, and promote transparency throughout the agency.
Research Monitoring and Development (RMD) Program
Conducts applied research to support evidence-based policy making. Collaborates with universitiesand international partners on projects related to climate change adaptation, biodiversity conservation, and sustainable resource management.

Directorate of Administration & Finance
The Directorate of Administration and Finance provides the essential administrative, financial, human resource, and logistical foundation for the National Environment Agency. DAF ensures transparent management of operational budgets in line with regulatory frameworks, administers fleet assets, and supports our regional monitoring offices.
Technical Services Network
The Technical Services Network operates as the scientific, analytical, and field enforcement division of the National Environment Agency. TSN regulates corporate environmental discharges, manages chemical imports, conducts baseline soil and water testing at our dedicated laboratory, and runs critical ozone depletion prevention initiatives across all administrative regions of The Gambia.
Intersectoral Services Network
The Intersectoral Services Network coordinates cross-cutting environmental policies across ministries, municipal authorities, and non-governmental institutions. ISN manages Gambia's highly vulnerable Atlantic coastline, guides community mangrove restoration efforts, publishes the statutory state of the environment report, and runs early disaster warning response systems.
